Caller Line Identification Notification
This notice refers to the Numbering Plan Regulations published in Government Gazette No. 39861 dated 24 March 2016 and the Call Termination Second Amendment Regulations 2017 in Government Gazette No. 41167 dated 6 October 2017.
Providers in South Africa are taking necessary actions to guarantee the accuracy of CLI presented, and as such, the CLIs detailed below will be restricted on the UnitedTech network, as well as upstream operator networks. Some customers may have noticed that +2786 prefixes are having trouble making outbound calls, this is because some providers have already implemented blocking the prefixes below using CLI screening.
Things customers should focus on:
- The +2786 prefix is reserved for inbound services only, and are not intended to be used for outbound calls. Customers using +2786 numbers (whether allocated from UnitedTech or other operators alike) should change their outbound CLI to a geographical number, or a VoIP number as detailed below in the allowed section. We suggest customers leave the inbound routing in place for their +2786 numbers so that they are still reachable, as they are intended to be used.
- The Porta Billing default configuration for forwarding is set the use the ‘caller name and number’. Unfortunately, these forward the original caller information instead of the actual number making the call to the forwarded destination. These configurations will have to be adjusted to ‘forwarder name and number’, so that accurate CLI is presented to operators as to which number is making the outbound call. If these are not adjusted, the calls will be rejected on the UnitedTech network as a CLI outside of the below specification is presented (i.e. a mobile number is presented as CLI).
Please note that INTERNAL forwarding does not have to be adjusted, since they are essential for internal communication to your systems and configurations (such as extensions, hunt groups and auto attendants).
However, for destinations outside of the UnitedTech network, the adjustment is needed.
- If you do not use Porta Billing for forwarding, but forwarding is configured on your PBX, please ensure its configuration is set to send its CLI or BNI instead of the original caller as sending the original calling CLI will result in outgoing calls failing due to the newly implemented call screening features by other providers. The call screening is done in regulation to the ICASA Number Plan Regulation 12.1 (d) specifically.
UnitedTech will implement the CLI restriction on 17 October 2018.
Please make your necessary adjustments before this time to avoid call rejections. The Numbering Plan Regulations are attached in this e-mail if you wish to review it.
